Lewisville City Council
MEETINGS:
-
Usually meets on 1st and 3rd Mondays
of month (moved where there is a holiday - See the
City of Lewisville Agenda Calendar for scheduled meetings.) but there can be extra meetings when necessary.
The Regular session starts at 7:00 PM but there is
usually some type of "Workshop Session" before and/or after the
meeting. The workshop session is open to visitors to come
listen unless it is listed as "closed". You can
see the Agendas which are posted a few days before the
meetings. There are usually three scheduled on council
meeting nights:

Workshop Meeting (open):
There are no set rules that I have read but visitors can come
and listen to their discussions on topics or the presentations
that they are given. The Agenda will will tell what time
it starts which may be something like 5:30 PM, etc... The
items in this meeting tend to get passed in the Consent Agenda
portion of the City Council meeting. Therefore, you should
also try to attend these meetings to hear what is going on.

City Council Meeting: This is
the meeting for citizens to come and speak to the council in a
public forum. You must arrive before this meeting and fill out a
card if you wish to talk or a card with your comments. The
meeting agenda contains events of the meeting usually in this
order:

Invocation - Prayer, some members do
a moment of silence.

Pledge of
Allegiance (USA & Texas)

Public Hearings
-
Visitors / Citizens Forum: A
few minutes time for you to communicate to the City Council.
You must fill out a card before the meeting. You can speak
or you do not want to speak then you can write a sentence to
show your support or opposition. Again, fill out the card
before the meeting starts.

Consent Agenda: Many items
voted on at once. I have seen some these items discussed
in the Open Workshop meetings.

Regular Hearings: individual items
that needs separate votes or discussion.

Reports: usually closing statements
from department heads before being adjourned to the closed
session. Almost everyone leaves at this point but they can
come back after the closed session.

Closed Session: the
council convenes and discusses private issues like personnel
issues or legal council stuff.

Reconvene: They may come back
to the City Council Chambers to vote on something but it is
usually to adjourn the meeting for the night.

Regular Session is open to the
public to speak during the "Visitors/Citizens Forum". Citizens
are encouraged to attend. Be there by 6:30 PM to
get on the agenda to speak in the section call the
"Visitors/Citizens Forum".

Lewisville is a Council-Mayor form of Government.
The Council votes and the Mayor does not unless there is a tie - which
could be if one council member was not present.
