Short Version or the
Long version with backup material.
Please look over the long version which has some backup material
that might peak your interest. Here are a few items that I
think you might be concerned about or just want to know about:
- ITEM D. PUBLIC HEARING: Tabled Item: Consideration of
Issuing an Oil and Gas Permit for a Site Located at 1645 McGee
Lane, Known as the Prologis Gas Pad, as Requested by Titan
Operating, L.L.C.
- ITEM 6. Consideration of Six Variances to the Lewisville
City Code Chapter 9.5 - Old Town Development Regarding
Driveways, Sidewalks and Landscaping; and Chapter 11 - Signs,
for The Old Town Mail Shop Located at 225 South Charles Street,
as Requested by Bret Flory of Cross Architects Representing the
Owners.
- This is the old Piggly Wiggly store property that is being site
planned and remodeled for an office use.
- ITEM 9. Consideration of the FY 2011-2012 Community
Development Block Grant Budget in the Amount of $717,942; and
Acknowledge Receipt of the Recommended FY 2011-2012 City Social
Service Agency Fund Budget of $170,000 From the Community
Development Block Grant Advisory Committee.
- AFTER MEETING COMMENTS: My views have not changed since last year.
See more from 07-19-2010...
But I do want to add a comment since the
Article came out in the paper on 06-22-2011... The quote was
not exact but close enough. I spoke to the reporter for
about 15 minutes the day after the meeting. The Rehab of houses
was NOT the only problem I had with the budget but the main one
did concern spending tax dollars on private transactions - most
of Category I. There are other issues I have with what was
presented but I will not go into here. There are some good
things but passing bad things so that good things can go through
is what has gotten this Country in the mess that it is in now.
If it had failed, it would go back to reflect the needed
changes.
I wished the reporter talked about the return on investment issue. At $10K, that is $44 per year we get in
city property taxes - if the property increases that much in
value - 227 years before we get that back in the increased value. Even at a
super over-exaggerated expectation of 10 times the return, it will still be more than 22 years before we get the money back from property taxes at 44 cents per $100
which is the current City tax rate . What will happen when the next storm comes and damages the roof? Will they have money to keep it up then also? People buy houses to fix them up
to live in or resell them. I also think we are just giving money away to delay what will happen when it decays again. We should be spending that money on Tax Payer funded projects like streets and not on privately owned property or private transactions.
The argument was presented that it was Federal Money
and not Tax money. Semantics aside, we all will be paying
from our federal taxes on this BUT since it could be spent on
Tax Payer funded projects it thus becomes a direct tax payer
money issue when we have to spend tax payer money on the
projects that could have been paid for with this grant money.
Oh, before I forget, we also took $170K out of the tax payer
money to add to this budget.
See the
proposed budget chart - I also added some minor comments in the
yellow note symbols. On this chart, you will see other
areas that I am not in favor. For Example, giving $35K to
a Day Stay business for a bathroom renovation and patio
installation. Renovating meeting rooms and Offices for CCA
at about $230K.
- ITEM 10. Consideration of Program Guidelines for the City of
Lewisville Housing Rehabilitation Program.
- ITEM 12. Discussion and Consideration of Appointments to Various City
Boards/Commissions/Committees.

Minutes of the meeting
06-18-2011:
Lewisville Runoff election is over. Leroy Vaughn won with 905
(63.46%) votes to Mike McCary's 521 (36.54%). Here are the
unofficial results... Though the election did not go the way I
had hoped.
I did call Mr. Vaughn to welcome him to the Council. With the
election over, the council can move forward and work as a team - each
member voting the way they think is best..
What I am truly saddened about is that the McCary's are
not taking their house off the market after all AND will soon be moving
out of Lewisville to be closer to Denton where Kimberly works. They will still be around
as they attend church in Lewisville. I am
grateful to have these good people as my friends.
The Next City Election is
less than 11 months away. The two positions up for election will
be the Mayor and Place 2. I will not be as vocal about that
election if sitting members decide to run. I take this stance as a
courtesy to my fellow council members.
06-15-2011:
Lewisville Runoff Election: Election Day: June 18, 2011 (7:00
a.m. - 7:00 p.m. ) Early voting is over and there is only one
more day for you to vote. As you know, I have voted for
Mike McCary for City Council... I gladly endorse him.
Issues are important to Citizens. What will candidates
vote For/Against? What have they spoken For/Against? Both candidates
serve their community in their own ways and I commend both for their
efforts and time. However, based on the issues, I strongly encourage
Lewisville Citizens to vote for Mike McCary.
Looking at just two of the many issues, Mike McCary
clearly does not want to spend tax dollars on private transactions and
clearly wants to be proactive in addressing the Illegal Alien problem in
Lewisville which has a negative effect on our Lewisville Schools.
Illegal Alien is not a Race, it is a legal issue. McCary’s opponent has
spoken up for public funds (tax dollars) to be spent on what are clearly
private transactions and does not want proactive enforcement about the
growing Illegal Alien problem we have in Lewisville. He clearly
stated in a forum, on the topic of Illegal Aliens, that they should be
here because they serve a benefit to Lewisville.
Mike McCary is clearly the Conservative
Candidate. I also know he is a good man as I do know him personally. I
STRONGLY ENCOURAGE YOU TO VOTE FOR MIKE MCCARY!
Election Day: June 18, 2011 (7:00 a.m. - 7:00 p.m. )
Also, several of you have asked to read a letter from Mike's
Wife... posted here with her permission, her
email describes Mike as I know him.

Please look over the long version which has some backup material
that might peak your interest. Here are some items from the
agenda that you
might find of interest:
- Item 7. Consideration of a Variance to the Lewisville
City Code, Section 4-27 Building Code Adoption, Section 107 -
Temporary Structures and Uses, and a Variance to the Lewisville
City Code Section 2-201 Regarding Waiving the Variance Fee
Requesting a Temporary Structure to be Located at 300 Treatment
Plant Road, as Requested by Rich Lubke, Vice Chairman of Knight
Light Charities.
- ADMINISTRATIVE COMMENTS:
Knight Light Charities, a non-profit organization, desires to
locate a temporary 8-foot by 10-foot tool shed on the Upper
Trinity Regional Water District property located at 300
Treatment Plant Road for a community garden to benefit Salvation
Army Kitchen and the Christian Community Action Pantry. The City
of Lewisville Building Code does not allow portable or temporary
buildings to be placed in the City on commercial properties for
this type of use. Knight Light Charities is requesting to place
the temporary structure for a period of 5 years.
- Item 8. Consideration of an Ordinance Granting Oncor
Electric Delivery Company LLC the Non-Exclusive Right to Use and
Occupy Rights-of-Way Within the City of Lewisville for the
Construction and Operation of an Electric Transmission and
Distribution System.
- ADMINISTRATIVE COMMENTS:
The proposed franchise ordinance allows Oncor Electric Delivery
Company (Oncor) to provide electrical services within their
prescribed service area within the City of Lewisville. Oncor
service area includes areas in southern and eastern Lewisville
and currently services approximately 381 meters. The franchise
ordinance has been revised to meet today’s standards and
continues previous transmission and distribution services for
the defined certificated service areas. The franchise term is 5
years with an effective date of August 15, 2011. Per the
charter, the second reading will be June 20, 2011.

Minutes of the meeting
05-15-2011: There will be a Runoff
Hello all,
The election did not go as well as we had hoped but
Mike McCary is in the Runoff. You can vote in the Runoff even if you did
not vote in this last election. I think Steve Hill ran a very fair and
clean campaign. Let’s encourage him to run again.
So how come neither of them won? Because many
conservatives did not even vote - maybe they thought they would have
enough votes from other conservatives???? With 9 days of early
voting and many people still did not vote thus allowing others to vote
for them. Remember, the voting rosters are posted by the
county....
As for Mike McCary, Let’s get him elected
June 18, 2011 (with early voting June 6-14, 2011).
- May 14, 2011 Election results:
- LEWISVILLE CITY COUNCIL:
Mike McCary and Leroy Vaughn, will be
in a run-off election for Place 1.
T.J. Gilmore, Place 3
- LISD SCHOOL BOARD:
Mike McDaniel, Place 6
Carol Kyer, Place 7
- The Run Off Election info:
Early Voting: June 6-14, 2011
Election Day: June 18, 2011.
Location: Lewisville Municipal Annex; 1197 West Main Street;
Lewisville, Texas 75067
- Take a few minutes – Put it in your calendar, take a few
minutes to go vote for Mike McCary, and let’s make it happen.
- Looking at voting rosters, MANY people that I know did not
vote at all. That is why early voting was created so that there
are NO excuses not to vote. You can vote in the Run Off Election
for Mike McCary even if you did not vote in this last election.
It is like a whole new election.
- Please keep Mike McCary Signs in your yards. You can return
Steve Hill’s Signs to Steve Hill’s house. Please do not throw
them away if possible.
- If you would like to send an email of Encouragement to Steve
Hill, steve.a.hill@gmail.com.
If you want to show support for Mike McCary and need a sign for
the Runoff,
mikemccary@verizon.net
05-14-2011: VOTE MAY 14, 2011 - Election Day: Steve Hill, Mike McCary, Mike McDaniel, Reginald Johnson
- Looking at the list of who has voted and who has not, it seems
that many of you want to wait until election day to vote. To see if
your neighbor has voted yet, look through the
voting rosters. If your neighbors or friends in Lewisville have
not yet voted, please contact them to go vote for Lewisville City
Council Candidates
Steve Hill
and
Mike McCary. AND for LISD candidates
Mike McDaniel
and
Reginald Johnson.
Also, please remember that there are several voting
locations on Election Day. You will have to vote at the location
that is serving your precinct. (Some of you wish you voted early
huh???) Anyway, being that there are only a few locations, it should
not be too hard to find out which one is yours. Polls are open 7 AM
to 7 PM..
- ELECTION DAY (Saturday, May 14, 2011) - The polling places and the
county election precincts where qualified voters shall cast their
ballots on election day from 7 a.m. until 7 p.m. are as follows:

Street, Lewisville:

The Colony:

05-11-2011: Soldiers Video, Pipes & Drums, Vote on Saturday
05-05-2011: This morning I received a call from a person who claimed
to be a Conservative and a strong Republican. This person would
not give his phone number and I am not sure what he said his name was -
I could not make it out in the recording. This person called to complain that I was
supporting a Conservative Candidate Mike McCary and he started stating
false facts about Mr. McCary. If this person who called was a Conservative, he would actually get to know Mr. McCary and the
facts. Apparently, he feels that he should get his information
from a very pro-democratic and very liberal website for his facts.
That doesn't sound very Republican or Conservative to me. I will
repeat my previous statement below on 04-23-2011
that I support the only Conservative Candidates Mike McCary and
Steve
Hill for City Council based on the issues I believe in.
(I will not talk about their opponents and my comments are not to imply
anything about them. I do not think anything bad about
their opponents, I just disagree with their ideas on the issues.) I believe
Hill and McCary to be conservative individuals, honest, and upstanding
citizens in our community. These two men are good people and are
very active in doing good for the community. If any of you are
going to listen to the twisted lies on a hateful liberal website, please
don't bother even looking for the truth. I encourage you to get to
know Mr. McCary and Mr. Hill by contacting them and hearing the truth
directly from them.
Also, Mr. McCary cannot have a record as the
caller was stating. I know McCary has a Concealed Handgun License
and you cannot have one of those with the accusations that were being
spouted. Like the rest of us CHL carriers, we get a thorough
background check and that is why less than 2% of Texas citizens have a
CHL license. I also believe a person is known by the company they keep
and who their friends are. Just drive down McCary's street and
cross streets. I do not think there is any candidate with that
much support from his neighbors. There is literally a sign in
almost every yard for two blocks. Now, that is a testimony about
who he really is from his neighbors who see him often and know him well.
04-26-2011: CANDIDATE MEET & GREET FORUM

Lewisville, TX 75057

Board of Trustees. Will include an intro by each candidate followed by
Q&A from audience, then last 30 minutes candidates will mingle with
citizens to talk one-on-one and hand out their campaign materials.

- DHS Launches E-Verify “Self-Check”
Advocates for illegal aliens have long argued against making the use
of E-Verify mandatory for employers in the United States on the
grounds that a tiny percentage of eligible workers are incorrectly
identified as being ineligible to work. The Department of Homeland
Security (DHS) has now launched a new program that will undermine
even that transparent argument against the expansion of E-Verify.

04-23-2011: Endorsements for City
Council Candidates
A few days ago, in my Blog Blast email list, I added my
endorsement for
Steve Hill
and
Mike McCary for City Council... I gladly endorse them...
For LISD I stated I will be voting for McDaniel and Johnson. Here is a portion of
what I had sent about the Council candidates...
"I have been asked who I will vote for and
why. I think it is important that I share this with you. I base
my decision solely on the issues. Besides, if you drive by my
house, you will see the signs in my yard for these individuals.
Again, this year provides a clear difference in the candidates.
For the Lewisville City Elections, I am voting for Steve
Hill and Mike McCary. These are the conservatives in the
race and they support the issues I do concerning spending, issues of
illegal immigration, transparency in Government (cameras in
workshop, etc..), to not spend tax dollars on private transactions,
AND the other issues that I brought to council that were voted
down. These two candidates understand & believe in Limited
Government, Fiscal Responsibility, Personal Responsibility, The
Rule of Law, and National Sovereignty. To vote for anyone
else would be like voting against my beliefs and important issue
concerns. The other candidates have publicly spoken for the
opposite side of the issues. We conservatives have an opportunity
to make a real and positive change to Lewisville."
Since then I had one person call me concerned about what he had read
on a local liberal blog site about McCary's past. The owner of
that site endorses the opponents of those I endorse (no duh). I am
sure that the information was twisted like they have twisted things
before (or the whole story is not being told). Having known Mike McCary
for a few years, I asked about it anyway. I received an answer by
email from Kimberly and I asked permission to post it here. Her
email describes Mike as I know him.

- Questions and Answers about the retreat in no particular order:
- Q: Have they had these retreats in town before?
A: Last year was the first retreat in Town that most can remember.
This is a good thing and saves money. This year we are holding
it in a City Owned Building at the MCL Grand Theater in the
Recital Hall
on February 10-12, 2011.
- Q: In the presentations concerning alcohol sales for Western
Days, it says that "Saturday sales were conducted by City Streets...",
How can employees sell the beer for the city.
A: Trying to keep this answer short... in this case 'City
Streets' is not a department, I believe it is a name of a business.
As for Friday of that event, the Kiwanis club volunteered to
sell. Some employees may be part of that club but they were
not there as employees. Point of clarification: I was not (still not)
in favor of the City selling beer as this should be done by a
vendor. Please see more archived in the After meeting comments at
08-16-2010 and
08-02-2010.
- Q: How much does it cost to eat there?
A: This question is most likely referring to the posted Agenda that
says Dinner Served and Breakfast Served, etc...(left those off in my
version above). I understand that the food is catered for
Council and staff. I recommend stopping by a takeout place and
bringing it with you or eat before you come. This is also the
case at regular workshop meetings.
- Q: Will we [Citizens] be able to speak at the retreat?
A: When you come to the retreat, you can fill out a card and speak
about the item on the Agenda when it comes up. Cards will be
near the entrance once of the meeting room. I did not see a time on the Agenda for an open forum but it does
not hurt to ask. I have seen allowances for such things if pressing
at other meetings but be aware that if you do speak that the council
cannot make a decision or take action if the topic is not on the
agenda. If there is not going to be an open forum, I recommend
taking notes of what you want to say and come to a regular council
meeting to the regular citizen forums. Citizens often talk to
Council members during breaks and meal times at the retreat.
- Q: Will this be recorded and placed on the internet?
A: I do not believe it will be done by the City, however being an
open meeting, there is nothing that says you cannot record and post
if you wish.
- Got a question? Send it and I will try to get it posted.
